A message from the Co-Chairs:

Welcome to the Washington State Interoperability Executive Committee (SIEC). We are dedicated to finding innovative ways to help law enforcement officers, firefighters, emergency medical service providers and other first responder professionals communicate effectively and efficiently during emergencies.

As co-chairs of the SIEC, we thank the local, state, tribal, and federal public safety professionals who have contributed to the collaborative and cooperative efforts of the SIEC. Their involvement in the investigation and planning process is ensuring the success of our efforts. Together we will achieve our vision of enabling public safety practitioners to communicate across jurisdictional and disciplinary boundaries—in real time—and when required.

This message is being sent on behalf of Chief John R. Batiste, Washington State Patrol.

I am pleased to welcome Alan Komenski to the Washington State Patrol (WSP) as a Senior Project Manager beginning January 14, 2008.

Mr. Komenski will plan, manage, and direct the delivery of the Washington State Technical Implementation Plan and serve the State Interoperability Executive Committee in helping to enhance interoperability statewide. This position was formerly held by Clark Palmer.

Prior to joining the WSP, Mr. Komenski has been functioning in two positions for two different jurisdictions for the past 12 years. The first, as Manager of Bellevue's Regional 9-1-1 Communications Center; and the second, as Operations Manager for the Eastside Public Safety Communications Agency, a regional interoperable radio system agency operating in northern and eastern portions of King County.

He has extensive experience in communications center management and operation, 800 MHz trunked radio system design, planning and implementation, Computer Aided Dispatching and associated systems, E 911 planning and implementation, communication center consolidation and regionalization, and emergency and disaster preparedness planning and coordination.

In addition to his recent positions, he has worked for the City of Bellevue for a total of 24 years, and he has served as the Director of Emergency Communications and the Public Safety Communications Manager in New York and Minnesota respectively.

Mr. Komenski holds a Bachelor of Arts Degree from Oklahoma City University and completed post graduate studies at the State University of New York.

Please join me in welcoming Alan. He will be a valuable asset in helping us achieve our interoperability goals.
