Core Systems Framework
Benefits of the Core System Framework

  • The use of the framework is encouraged, but not required by the ISB.

  • Establishes informal opportunities to review business cases, alternatives and other areas that might arise with the ISB before an agency takes more formal steps or has expended resources and dollars.

  • Helps facilitate discussions that otherwise may not occur as it is intended to be used by both the technical and business sides of agencies, along with the Information Services Board and OFM.

  • Improves decision-making by raising and addressing the right issues at the right time in the investment process and provides for early engagement with the Board.

  • Creates a common set of questions, criteria, and information for making investment decisions on Core Systems internally in agencies and externally in the authorizing environment.

  • Fits in with the existing ISB policy and practices -- no new policy. A new supportive process was created with opportunities for agencies to have early engagement with the ISB.

  • Resultant system assessments can be conducted in a consistent manner and use a common, yet flexible approach.

  • Creates and fosters a new supportive, as well as regulatory, relationship between the Information Services Board, agencies and MOSTD Staff.

  • The Core System Framework is a community-defined approach with input from all stakeholder groups.
